I think "shared" is used in the sense of "can be accessed from different hosts" but not "simultaniously".
Like every other block device that is available over the network it is up to the file system to coordinate
simultaniously access. ZFS is unable to do so. But that doesn't mean that it cannot be used from different hosts (at
different times).
So this depends on your POV whether ZFS over iSCSI is "shared". But technically "shared: true" is right.

i think there is a misunderstanding here what zfs over iscsi actually does
zfs over iscsi does not mean we put zfs on an iscsi exported volume,
but rather the target exposed iscsi volumes that are created there via zfs
we then control (via ssh) the creation/deletion/renaming of said zvols
and use the set iscsi software (e.g. lio) to export them as iscsi luns
that way pve can use those iscsi luns as volumes for vms, make snapshots
(via ssh on zfs on the target) etc.
with this in mind i think it's obvious why the storage is marked
shared

yes the naming has brought confusion in the past, but we did not
