At the moment, the `/cluster/nextid` API endpoint will return the lowest
available VM/CT ID, which means that it will suggest re-using VM IDs.
This can be undesirable, so add an optional check to ensure that it
chooses an ID which is not and has never been in use.
This optional behaviour is enabled when `unique-next-id: 1` in
the data centre config, and the previously used IDs are tracked as a
list in the file `/etc/pve/used_vmids.list`.

allows choosing whether the `/cluster/nextid` API endpoint (and thereby
any UI elements that suggest IDs) should avoid suggesting previously
used IDs. This option defaults to off to ensure that this change in
behaviour is opt in.

One thing I noticed, that is important when trying to build this patch
series: make sure to apply and build the pve-cluster patches first. Then
install the updated package on the build machine.
Otherwise the build of pve-manager will fails as the installed
Cluster.pm has no idea about `used_vmids.list`.
At least on my machine that was the case.

This is missing a
use PVE::UsedVmidList;
at the top of the file. Otherwise running
pct destroy {vmid}
will result in the following error:
Undefined subroutine &PVE::UsedVmidList::add_vmid called at
/usr/share/perl5/PVE/API2/LXC.pm line 799.
This doesn't seem to be necessary in the qemu-server repo, but I did not
investigate further how pulling in dependencies works there.

Thanks for catching this! It's strange that it's not necessary in
`PVE::API2::Qemu`... Either way, I think it makes sense to explicitly use the
module in both files, so I'll update the patches to do that.
