[PATCH manager 18/19] ui: add cluster-wide and storage backup concurrency limits

Expose the cluster-wide limit next to the per-node one in the
datacenter options, and the limit of a storage in the advanced section
of the storage edit window, so admins can protect shared systems from
too many parallel backups without editing configuration files.
