since v2, thanks @Shannon:
- check for running operations and lock operations tracking file. Since
  we are not on a the privilged api process setting a maintenance mode
  is not possible. And given that moving is pretty much instant, this is
  IMHO even more fitting than setting a maintenance mode as that would
  involve reading and write the whole config.
