Adds a new proxmox-backup-debug binary for recovery or inspection of
index, blob and chunk files

v7:
  - handle 'text' output-format properly
  - describe inspect file a little more

v6(based on Wolfgang Bumiller <w.bumiller@proxmox.com>'s feedback):
  - removed unnecessary SCHEMA references
  - added few args with arg_param
  - removed unnecessary Result wrapping
  - moved logic for checking whether decode is to stdout into
    decode_blob function
  - improved argument description
