[pve-devel] [PATCH 1/2] frr: bump frr to 10.2.3

By bumping frr from 10.2.2 to 10.2.3 we get the bfd fix backported by
Stefan [0]. This fixes a bug where BGP neighbors don't peer when BFD
considers the link down.
