The static load scheduler feature was applied on 17/11/2022 [0] and can
be considered stable now

The timing alone doesn't tell much. While there don't seem to be any
real issues with the implementation, it was never fully fleshed out and
there are certainly some fundamental improvements that can be made, e.g.
consider non-HA guests, improve calculation when there are thousands of
services.

removed from the technology preview?

Yes, IMHO both of the mentioned improvements should be implemented first.

There's an alternative, similar to SDN we can split this up in a set of
features and note what is stable, what not and what is planned but completely
missing.

As while I also think that this really should be improved and extended, the
baseline seems to work out OK and might be already declared so.
