[PATCH v3 i18n 0/1] add pgettext() and npgettext() support for context-aware translations

Changes since v2:
- Bump pve-manager, proxmox-backup, and pmg-gui submodule pointers now
  that the companion patches (default pgettext/npgettext stubs in the
  UI templates) have landed in each repo.
- Trim the commit message: remove the verbose testing log, tighten the
  prose, and keep the npgettext keyword rationale that Maximiliano asked
  for in the last round of review.
