Update the upstream source to FRR 10.6.0, released on March 26, 2026.
This also drops the Proxmox-specific patch that fixed the mgmtd/zebra daemon
start order, as it has been merged upstream.
The most notable change for us in 10.6.0 is BGP EVPN IPv6 VTEP support, along
with various bugfixes and improvements.
This enables us to support IPv6 EVPN with the help of Hannes's patches.
