[PATCH pve-manager v2 15/16] fix #7238: notifications: Opt into OAuth2 authentication

The OAuth2 authentication for SMTP is made opt-in in
proxmox-widget-toolkit to allow introducing it repo-by-repo.

Opt into it in PVE, introducing support for XOAUTH2 in SMTP notification
targets.
