Changes since v1:
    - fix adding entries to IPSets on the cluster level
    - code style improvements
    - adapt to the scoping change with 'guest/'
	The GUI now just shows the scope "Datacenter/Guest", and returns
	the concatenated value ('$scope/$value') automatically.
