This permission is meant as a stricter alternative to the already existing VM.PowerMgmt permission. A use case for this might be a shared VM between multiple users which should be able to make config changes to the VM but not stop it. The request for that came up during a PVE training. The patches adapt the necessary permission check in qemu-server, adapt the UI to deliver an intuitive experience for the user and add the permission to the docs.
