[PATCH datacenter-manager 1/4] ui: views: vertically center gauge charts

when the neighboring items in a view are taller, the gauge panels are
top-aligned. This looks better if they're centered, so to that.

Most of the other panels are centered too, with exception of the
grids/lists.
