Same thing as the last version, posting because it has been pulled out of the
series:
This patch would be nice to apply standalone, because there were a few people
who had gbp traffic coming from cisco or juniper, which was otherwise dropped.
There is currently no good option, except to hand-create all the vxlan
interfaces using iproute2 commands.
