it's works for me with resolvconf  and config in lo interface.

#apt install resolvconf
(verify that /etc/resolv.conf is now a symlink)

#echo "" > /etc/resolv.conf

reboot

after reboot /etc/resolv.conf values are same than
/etc/nework/interfaces.d/50-cloud-init
