[PATCH datacenter-manager 6/6] api: update logging variable

Update the variable used to set the log level for the datacenter-api. The
old 'PROXMOX_DEBUG' variable is replaced by 'PDM_LOG' to match the
pattern used by all other products.

If 'PROXMOX_DEBUG' is set in the environment, a warning is emitted so
that administrators may switch to the new variable.
